U.S. Senate OneSpan Renewal

The U.S. Senate Office of the Sergeant at Arms is soliciting quotations for solicitation 2027-R-009 to renew OneSpan software and services. This Firm-Fixed-Price contract includes a base year running from January 1, 2027, to December 31, 2027, with four subsequent option years extending through December 31, 2031. The scope of work encompasses the OneSpan Transaction Cloud Platform, Enterprise Essential maintenance and support, FedRAMP setup and reporting, and 225,000 annual transactions. Performance is based on F.O.B. Destination delivery to Washington, DC. Award will be made on a Lowest Price Technically Acceptable basis. To be considered technically acceptable, offerors must maintain active SAM registration, provide firm-fixed pricing via the required Excel worksheet, and submit a signed Addendum to Commercial Agreements. Resellers must provide OEM authorization to sell to the U.S. Federal Government, and a signed OEM Statement of Compliance with Section 208 of the Legislative Branch Appropriations Act, 2020, is mandatory. Additionally, contractors must adhere to SAA cybersecurity standard operating procedures and NIST 800-88 guidelines for data destruction. Submissions are due by 5:00 PM on October 29, 2026, via email to Holly McDonald. Required documentation includes the pricing table in Excel format and any applicable EULAs as searchable PDFs. Invoicing must be submitted as non-editable, searchable PDFs to the SAA accounts payable email, with payments processed via direct deposit. The SAA retains the right to inspect and evaluate all deliverables to ensure they meet the technical features and functionality warranted in the contractor's quotation.
