The Department of Veterans Affairs intends to award a sole-source, firm-fixed-price contract to the American Association of Critical Care Nursing (AACN) for a three-year site license and 15 end-user licenses for the Essentials of Critical Care Orientation (ECCO) program. This web-based, self-paced educational program is designed to support inexperienced critical care nurses by offering flexible, trackable training with educational credit hours and comprehensive user support. The contract, funded at less than $25,000, will be awarded under FAR 6.302-1 to meet the VA’s legal obligation to ensure ongoing development and support of medical staff education through accredited programs. The VA has determined that awarding to another source would cause unacceptable delays and increased costs in developing the nursing workforce to required competency levels. The procurement is non-competitive, but interested parties may submit written responses by September 10, 2014, providing documentation of their capability to meet the contract’s requirements. Responses will be considered solely to determine whether a competitive procurement should be pursued. Contractors must be registered in the System for Award Management (SAM) to be eligible for award. The AACN program offers key features including 24/7 availability, tracking and reporting of training progress, and customer support. This effort supports the VA’s commitment to continuous nursing education necessary for quality critical care services.
