Following a cost comparison study conducted under OMB Circular A-76 Revised Supplemental Handbook guidelines, it has been determined that the operation of the Centennial Job Corps Civilian Conservation Center in Nampa, Idaho, will continue to be performed by government personnel rather than outsourced. This decision was reached based on the evaluation of competing proposals, with the Bureau of Reclamation opting to implement the Most Efficient Organization (MEO) plan submitted in response to the request for proposals. The announcement initiates a 15-working-day Public Review Period (PRP), allowing interested parties to examine the documentation supporting the government’s determination. The documents are accessible at the Bureau of Reclamation’s Denver Federal Center office. During this review period, which ends on January 29, 2004, members of the public may file written appeals to the Contracting Officer if they identify procedural errors or cost-related discrepancies in the study. Appeals must adhere to specific submission guidelines and deadlines to be considered. Should an appeal be filed, an Administrative Appeal Board will evaluate it within 30 working days of the announcement’s publication and issue a final ruling. If errors in the cost comparison process are confirmed, corrective actions will be directed accordingly, with no further recourse for appeal beyond this decision.
