The US Department of Veterans Affairs, Veterans Integrated Service Network 3, James J. Peters VA Medical Center in Bronx, New York, intends to award a sole source, firm-fixed price contract to UPTODATE Inc. for a twelve-month subscription to an online clinical resource database, with four additional option years. This contract falls under the authority allowing sole source procurement when only one responsible provider can satisfy the agency’s needs. The service provides authenticated IP-based access to a comprehensive, evidence-based clinical decision support tool offering differential diagnosis and treatment information across multiple medical specialties. The product is integrated with nationally funded VA resources such as VisualDX and OVIDMD, supporting clinical staff in delivering high-quality care to veterans through user-friendly, regularly updated medical content and patient education materials. The scope includes renewing a subscription to this database for the period October 1, 2015, through September 30, 2016, with pricing outlined for the four option years. The database covers a wide array of medical fields and provides information in varying levels of detail suitable for both healthcare providers and patients. The government will pay a fair market price based on vendor quotes, and contractor access is limited to IP authentication without direct access to VA systems. Responses from other sources are invited for capability statements but the contract will proceed with UPTODATE Inc. if no viable alternatives are received by the specified deadline. Invoicing will be electronic through the VA Financial Management System, and any changes to the statement of work must be authorized in writing by the Contracting Officer.
