The Department of Veterans Affairs, Network Contracting Office 6, intends to award a sole-source purchase order to the Association for Clinical Pastoral Education, Inc. (ACPE) for accreditation, consultation, and educational support services. These services will support the Chaplain Service Office at the Durham VA Health Care System in Durham, North Carolina, ensuring the facility can provide accredited Clinical Pastoral Education to residents and students. This accreditation is critical for the continued operation of the program and maintains eligibility for resident training stipends through the Office of Academic Affiliations. The scope of work includes maintaining ACPE accreditation, providing consultation on compliance and educator certification, supporting the training of residents and students, and granting access to professional development resources. The government has determined that ACPE is the only reasonably available source capable of providing these specific accreditation and certification services, and the acquisition will be conducted using simplified procedures for commercial services under FAR 12.201-1. The period of performance is scheduled for a 12-month term from November 1, 2026, to October 31, 2027. While this is a notice of intent for a sole-source award under NAICS code 621330, other businesses may submit written capability statements demonstrating their authorization to provide ACPE accreditation and related services by 10:00 a.m. Eastern Time on October 23, 2026. All inquiries and responses must be submitted via email to the contract officer, Ricardo McIntosh.

Special Notice
Special Notice
Page 3 of 3 Special Notice *= Required Field Special Notice
Page 1 of 3 The Department of Veterans Affairs, Network Contracting Office (NCO) 6, intends to award a sole-source purchase order to the Association for Clinical Pastoral Education, Inc. (ACPE), for accreditation, consultation, and educational support services for the Chaplain Service Office at the Durham VA Health Care System in Durham, North Carolina. ACPE accreditation enables the Durham VA Health Care System to provide accredited Clinical Pastoral Education (CPE) to residents and students. Maintaining ACPE accreditation supports the facility s continued operation of its accredited CPE program and, as applicable, its eligibility to request resident training stipends through the Department of Veterans Affairs Office of Academic Affiliations (OAA). The CPE program provides education and supervised clinical training that support the delivery of spiritual care to Veterans. The required services include: Maintaining the Durham VA Health Care System s ACPE accreditation during the period of performance; Providing consultation regarding compliance with applicable ACPE accreditation standards and requirements; Providing ongoing consultation concerning the education and training of CPE residents and students; Providing consultation and support related to the certification and continuing education of ACPE Certified Educators; and Providing access to applicable ACPE accreditation, educational, and professional-development resources included within the accreditation arrangement. ACPE is the only reasonably available source for the required ACPE accreditation and ACPE-specific accreditation consultation. The requirement cannot be satisfied by a general training provider or another accreditation organization because such an organization would not provide ACPE accreditation, consultation regarding ACPE standards, or ACPE-related educator-certification support. Substitution of another source would not maintain the required ACPE accreditation or provide the same accreditation, standards, certification, and program-support functions. The period of performance will be one 12-month period beginning November 1, 2026, and ending October 31, 2027. The Government has determined that only one source is reasonably available to provide the required services and has documented the basis for that determination in accordance with FAR 12.102(a). The acquisition will be conducted using the applicable simplified procedures for commercial services under FAR 12.201-1. This special notice of intent is not a request for competitive quotations. No solicitation documents are available, and telephone requests will not be accepted. However, any business that believes it can provide the complete requirement may submit a written capability statement. The response must include sufficient information and supporting documentation to demonstrate the firm s ability to meet all requirements described above, including authorization to provide ACPE accreditation and related ACPE-specific services. Responses will be considered by the Government; however, the Government retains sole discretion to determine whether to compete the proposed acquisition based on the responses received.
