The Department of Veterans Affairs is soliciting quotations under a Firm Fixed Price contract for a virtual online Train-the-Trainer program focused on Proactive Risk Assessment (PRA) tools, including Fault Tree, Event Tree, Bowtie Analysis, and Hazard Identification, targeting up to fifteen NCPS staff members. This procurement, identified by solicitation number 36C24526Q0467 and NAICS code 611430, is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with eligibility restricted to vendors currently registered and certified in the SBA VetCert VIP database; failure to be listed in VIP renders a proposal non-responsive. Proposals must be submitted via email to Contracting Officer Charles Willis at charles.willis@va.gov no later than 1:00 PM EST on May 20, 2026, with all attachments and amendments to be downloaded from SAM.gov. The contract period runs from June 1, 2026, through September 30, 2026, with performance occurring virtually and delivery of certified instructor certificates and competency validation mechanisms required as deliverables. Evaluation will follow the Lowest Price Technically Acceptable (LPTA) method, where only technically acceptable proposals—those demonstrating full conformance with the Statement of Work—will be considered, and award will go to the lowest-priced submitter among them. Offerors must be registered in SAM.gov, provide a valid Unique Entity Identifier, and affirm SDVOSB status through mandatory representations. Subcontracting is strictly limited, with no more than 75% of the contract value (excluding materials) allowed to be paid to non-VIP-listed entities, and willful misrepresentation of SDVOSB status triggers mandatory five-year debarment. Invoicing must be submitted electronically through the FSC e-Invoice system at FSC.va.gov, with payment remitted to the VA Medical Center in Washington, DC. No packaging, marking, barcoding, or military standards apply, and no Contracting Officer’s Representative is designated.
