THIS IS A SPECIAL NOTICE FOR FORECASTING PURPOSES ONLY � NO AWARD WILL BE MADE FROM THIS NOTICE The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Government Contracting Services (GCS) has received a requirement from the Office of Refugee Resettlement (ORR), Division of Unaccompanied Children Operations for comprehensive legal services to support unaccompanied children in custody of ORR of their legal rights, facilitate the identification of viable forms of legal relief, as well as to promote the continuity of services related to such viability at the time of release from ORR custody. It is the Government�s intention to acquire services nationwide. The Contractor will be required to provide comprehensive and efficient delivery of specific legal services, as well as assuring the continuity of services to UAC in ORR custody and as codified in 8 USC �1232(c)(5) and ORR policy. Attorneys will collaborate with ORR staff and direct care provider staff to enhance the wraparound services ORR offers by performing specific immigration related legal services for UAC in the above-identified sectors and throughout the United States. The primary responsibilities will include: Know Your Rights (KYR) presentations; Legal Screenings; and Direct Representation and Other Related Legal Services. This notice is published to provide potential offerors awareness of this upcoming requirement for the purpose of planning. It is the Government�s intention to award a single vendor for these services and conducting a full and open competitive procurement. The Government contemplates the contract having a period of performance of a 12-month base period and two (2) 12-month option periods. For the purpose of planning, the Government anticipates the below high level milestone schedule. Solicitation Release Date: 12/09/2020 Proposal Due Date: 01/14/2021 Award Date: 02/22/2021 Performance Start Date: 03/01/2021 Please continue to monitor the Government�s Point of Entry (GPE) for additional information related to this solicitation requirement.
