The Naval Air Systems Command, specifically the Program Executive Office for Unmanned Aviation and Strike Weapons and the Small Tactical Unmanned Aircraft Systems Program Office, intends to award a sole source, Firm-Fixed-Price contract to Textron Systems Corporation. This agreement provides critical Unmanned Aircraft Systems Intelligence Surveillance Reconnaissance services aboard the USNS Hershel Woody Williams Expeditionary Sea Base 4 in direct support of United States Africa Command. The estimated value of the contract is 16.9 million dollars, with a performance period consisting of a one-year base period followed by two 12-month options and two 6-month options. The government is utilizing the authority of Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1 to bypass full and open competition, citing Textron Systems Corporation as the only responsible source capable of satisfying the requirements. This determination is based on the fact that the ship's A-kit is specifically engineered for the Textron Aerosonde, and employing a different provider would lead to unacceptable operational delays and a substantial duplication of costs. Subcontracting opportunities are to be coordinated directly with Textron Systems Corporation.
