AI Contract Overview
UCLA is seeking qualified firms to serve as the Executive Architect for the seismic remediation of the UCLA Los Angeles Tennis Center (LATC) and Drake Stadium, both located on the UCLA campus in Los Angeles. The project involves evaluating and strengthening these facilities to meet the University of California Seismic Safety Policy, with assessments indicating deficiencies in structural elements such as precast concrete diaphragms, caissons, footings, and shear walls. Renovations will also encompass building upgrades related to seismic improvements, as well as restoring impacted mechanical, electrical, plumbing, life safety, and ADA systems. The project aims to incorporate sustainable design principles, targeting a minimum LEED Gold rating, and comply with California energy efficiency standards. The selected firm will manage all design and construction documentation, coordinate with the construction management at-risk delivery method, and assist in securing necessary approvals. The RFQ process requires demonstration of relevant experience, familiarity with UC seismic policies, and strategic planning for construction phases that may occur concurrently with occupancy. The contract is contingent upon approval by the UC Board of Regents, with responses due by June 7, 2024. The project emphasizes equitable access to contracting opportunities and may involve phased or incremental construction efforts, with the ultimate goal of ensuring the safety and sustainability of these key campus facilities.

Full Description
UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for the UCLA LATC and Drake Stadium Seismic Remediation project, number 949003. The project is made up of two campus sites requiring seismic remediation:
The Los Angeles Tennis Center (LATC) is an approximately 62,000 GSF tennis facility located at 420 Charles E. Young Drive in Los Angeles. A linear dynamic analysis of the stadium was performed to evaluate performance under University of California Seismic Safety Policy requirements. The precast concrete tread riser diaphragms, caissons/footings, and seismic joints were deficient. The evaluation results indicate that the stadium does not satisfy the UC Seismic Safety Policy requirements.
The Drake Stadium is an approximately 75,000 GSF facility located at 340 Charles E. Young Drive in Los Angeles. A linear dynamic analysis of the stadium was performed to evaluate performance under University of California Seismic Safety Policy requirements. The transverse concrete walls and their footings were deficient. The evaluation results indicate that the stadium does not satisfy the UC Seismic Safety Policy requirements based on the DCRs of shear walls. Additional nonlinear analyses may provide favorable results, potentially improving the SPR and reducing the scope of required strengthening. Renovations will include building improvements required or impacted by the seismic remediation project scope of work. Building upgrades may include, but are not limited to, seismic improvements and necessary restoration to impacted mechanical, electrical, plumbing, life safety systems, along with ADA-triggered scopes of work. Construction costs have not yet been determined, and various scopes of work may be prioritized or phased to align with available funds. The work may be executed in several incremental projects.
In response to this RFQ, candidate firms must demonstrate familiarity and experience with the requirements of the University of California Seismic Safety Policy, strategic planning for potential occupancy during construction, and sequencing documentation as needed based on funding.
The project shall be designed to meet the requirements and intent of the University of California (UC) Regent's Policy on Sustainable Practices to achieve a minimum LEED Gold Rating. The project must also meet the California Energy Code (Title 24) energy efficiency standards and apply sustainability principles wherever possible.
The University has determined that the delivery method for this project will be Construction Management At-Risk (CMAR). Upon completion of the Detailed Project Program (DPP), the Executive Architect will serve as the Architect of record, managing and coordinating all design and construction document preparation tasks and construction administration responsibilities. The Executive Architect will also assist the University in securing Agency review approvals.
This RFQ is for full design services; however, the University reserves the right to defer negotiations concerning services other than pre-design studies until the completion of the pre-design phase. The final selection and appointment of the Executive Architect is contingent upon project approval by the University of California Board of Regents or their delegated authority.
The complete RFQ packet will be available at: http://www.capitalprograms.ucla.edu/Contracts/RFQProjects on Thursday, May 23, 2024, responses to the RFQ are due by or before 10:00 a.m. on Friday, June 7, 2024. A screening committee will determine a shortlist of firms; further steps in the selection process will be at the selection committee's discretion. Every effort will ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy.
