UDOT RFP- UDOT Regional Welding and Fabrication Services - IN LIEU OF

The Utah Department of Transportation (UDOT) is seeking qualified firms to enter into multiple regional contracts for welding and fabrication services under solicitation UDOT270026MP. The scope of work includes the repair, rebuild, and installation of various equipment such as dump bodies, tow plows, spreaders, snow plows, wing plows, and hydraulic cylinders. All work must adhere to the AWS/ANSI D1.1/D1.1M:2020 structural welding code and other UDOT specifications. The contract is designed as a multiple-award agreement where services are purchased on an as-needed basis, and the state does not guarantee a minimum or maximum expenditure. The selection process follows a three-stage evaluation. Stage 1 is a pass/fail determination of responsiveness based on mandatory minimums, including a current business license, five years of experience, and a clean record regarding claims of nonperformance. Stage 2 is a technical evaluation focusing on personnel qualifications, experience, scheduling processes, and references, requiring a minimum score of 300 out of 500 points to proceed. Stage 3 evaluates cost based on labor shop rates and a total estimated project cost for a sample gate base. Award decisions are based on a total possible score of 600 points. Contractors must comply with the State of Utah Agency Standard Terms and Conditions, which include requirements for E-Verify registration and specific insurance coverages, including statutory Workers Compensation and Commercial General Liability of at least 1 million dollars per occurrence. Deliveries are handled as F.O.B. destination freight prepaid. Payment is processed every other week via mail or electronic transfer upon approval of itemized invoices. Proposals must be submitted electronically through the designated bidding system, with cost proposals kept separate from technical responses.
