Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.

Mild Traumatic Brain Injury (mTBI) Blast Injury Prevention Standards Request for Information
Solicitation # CB4_SW_mTBI_RFI
The Army Medical Resources Acq Activity, specifically the USAMRDC and the Department of War Blast Injury Research Coordinating Office in collaboration with The MITRE Corporation, has issued a Request for Information regarding Mild Traumatic Brain Injury blast injury prevention standards. This initiative aims to identify existing and emerging injury criteria, thresholds, standards, and models to inform the Military Health System Blast Injury Prevention Standards Recommendation process. The primary goal is to gather biomedically valid data, such as dose response curves and injury thresholds, to improve health hazard assessments, survivability assessments, and the development of protection systems for service members exposed to explosive weapons. This notice is issued solely for information and program planning purposes and does not constitute a formal solicitation for proposals. In accordance with FAR 15.201(e), responses are not considered offers and cannot be accepted to form a binding contract, nor will the government provide reimbursement for costs associated with participating. Interested parties from industry, academia, and other federal agencies are encouraged to submit relevant publications, reports, and images through a specific online submission process. The primary point of contact for this effort is Contract Specialist Skylar Wells, and the response deadline is November 3, 2026.
