TITLE:  Single Source Acquisition for Unaccompanied Housing WiFi (install & service)


The Department of the Air Force, 4th Contracting Squadron (4 CONS) at Seymour Johnson Air Force Base (SJAFB), North Carolina, intends to award a sole source firm-fixed-price contract to Charter Communications Operating, LLC (doing business as Spectrum).


The objective of this procurement is to acquire commercial broadband internet installation and recurring monthly Wi-Fi services for Unaccompanied Housing facilities at SJAFB. The contractor shall provide all necessary labor, materials, equipment, and infrastructure required to install, configure, activate, and maintain high-speed Wi-Fi broadband services with tiered options for the designated facilities.


This notice of intent is NOT a request for competitive proposals or quotes. A formal solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the closing date and time of this notice.


Any response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost-prohibitive to replace the existing infrastructure (if applicable), and that the responding vendor can meet the technical and security requirements of providing commercial internet on Seymour Johnson AFB.


Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


APPLICABILITY OF AUTHORITY


This contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 13 May 2023 at 12:00 P.M EST.
