The contract pertains to the provision of unarmed response services to support community safety initiatives led by the Los Angeles Mayor’s Office of Community Safety (MOCS). Established in 2023, MOCS focuses on non-punitive strategies aimed at reducing crime and violence by addressing the social and economic factors contributing to community harm. A key component of these efforts is the Crisis and Incident Response through Community-Led Engagement (CIRCLE) program, launched in 2022, which deploys unarmed civilian responders to handle non-emergency incidents involving unhoused individuals. The program’s primary objectives include de-escalating situations, connecting unhoused persons to services, and creating positive, trauma-informed outcomes, all while avoiding law enforcement involvement. Each designated CIRCLE Zone is equipped with a Response Team, Support Team, and a dedicated facility, with teams responding to incidents such as well-being checks, loitering, noise complaints, and requests for transportation to shelter, among others. The contract, issued under solicitation number 213802, seeks providers capable of delivering these unarmed response services within California, with a response deadline of May 27, 2024. The scope involves establishing teams that will operate as part of the CIRCLE program, supporting efforts to divert incidents from law enforcement and emergency services, and providing follow-up outreach and case management. The teams are explicitly unarmed and will not perform law enforcement or sanitation duties. The contract emphasizes community-based, trauma-informed approaches to improve outcomes for unhoused individuals and reduce reliance on punitive measures. The primary point of contact for this opportunity is Lisa Loftin, reachable via email at [email hidden].

Full Description

The Los Angeles Mayor’s Office of Community Safety (MOCS) was created by Mayor Karen Bass in 2023 to prevent crime and violence through community-based strategies that impact the social and economic conditions that drive community harm. The office supports non-punitive safety strategies, including civilian first responders, violence interruption, re-entry services, youth diversion programs, and capacity-building programs for non-profit organizations working to address community safety. Launched by the Mayor’s Office in 2022, the Crisis and Incident Response through Community-Led Engagement (“CIRCLE”) program deploys unarmed civilian responders to address nonemergency 911 incidents related to unhoused Angelenos and provides supportive services, including referrals and case management. The goals of the program are to: ○ Disrupt the reciprocal relationship between homelessness and the criminal justice system by responding to diverted non-violent incidents related to unhoused individuals; ○ De-escalate and stabilize incidents involving unhoused individuals; and ○ Create enduring positive outcomes for those unhoused individuals through trauma informed rapport building, connections to services and resources, and case management. At a minimum, each CIRCLE Zone has a Response Team, a Support Team, and a CIRCLE facility. CIRCLE response teams address diverted incidents that involve unhoused individuals and are not criminal, violent, or medically urgent. Examples of incidents include well-being checks, requests for assistance, indecent exposure or lack of adequate clothing; loitering; noise complaints, persons under the influence of a substance (but not actively consuming illegal drugs), requests for transportation to shelter, and syringe disposal. Incidents are diverted from the City’s 911 Communications Center or from City partners, including Business Improvement Districts, City Library Staff, and City Council Offices. Each service area also has a Support Team that provides follow-up outreach and case management support and can be leveraged to assist the Response Team during peak hours. The CIRCLE Facility is a location that serves as a base for the teams and a space for teams to bring clients who need a respite from the street. Teams are unarmed and will not perform any law enforcement duties or assist in sanitation operations.
