The contractor shall provide all necessary services to conduct annual and triennial inspections and testing for four (4) Underground Storage Tanks (USTs): UT-4, UT-5, UT-41, and UT-42, located at the Defense Supply Center Richmond (DSCR).


The required services include, but are not limited to:


  • Annual Inspections (CY 2026-2030): Conduct annual leak detection equipment operability checks of interstitial sensors, automatic tank gauges, and spill bucket visual gauges.

  • Triennial Testing (CY 2027 and 2030): Conduct triennial testing of overfill prevention equipment, spill buckets, and sumps.

  • Compliance: All testing and documentation must be performed in accordance with 9 Virginia Administrative Code (VAC) 25-580-82 and documented on Virginia DEQ specific UST testing forms.

  • Reporting: The contractor must provide all testing results to the Government Point of Contact (POC) within ten (10) business days. Any testing failures must be reported immediately (within 2 hours).

  • Deliverables: Key deliverables include a site-specific Occupational Safety and Health Plan (OSHP) and all final testing reports.


5. Period of Performance:
The contract will include a one (1) year base period with four (4), one-year option periods.
