The Department of Veterans Affairs, National Cemetery Administration (NCA), Pacific District Contracting Office is conducting a market survey and is seeking potential sources for contractors to provide Underground Storage Tanks testing at Miramar National Cemetery. See the attached Performance Work Statement (PWS).


This notice is neither a request for competitive proposal nor quotes. This notice is to assist the NCA in determining sources only and a solicitation is not currently available.  If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this Sources Sought Synopsis is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement.

Requirement: Underground Storage Tanks testing in accordance with the Performance Work Statement (PWS) at Miramar National Cemetery, 5795 Nobel Drive, San Diego, CA, 92122. This is a Non-Personal Inspection and Maintenance Service in which the Contractor shall furnish all  supplies, materials, personnel, equipment, tools, and supervision necessary to provide complete services in accordance with the California Code of Regulations, Title 23. Waters. Division 3. State Water Resources Control Board and Regional Water Quality Control Boards, Chapter 16. Underground Tank Regulations and ANSI/ALI ALOIM-R2013 Automotive to satisfy the CA Department of Labor (OSH Division).

Government seeks industry to review the Performance Work Statement (PWS) and provide updated federal, state standards, regulations for County of San Diego appropriate work certifications for underground storage tank and vehicle lift stations. The contractors must have the NAICS 541620 on their SAM registration in order to be illegible for award. If responses by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined.
