Unexploded Ordnance (UXO) Dud Survey and Clearance

The Department of the Army, through USAG Fort Jackson, is seeking to establish a single Blanket Purchase Agreement (BPA) for on-call Unexploded Ordnance (UXO) dud survey and clearance services at the Remagen Hand Grenade Range in South Carolina. This BPA, authorized under RFO FAR Subpart 12.201-1(e)(3), will be a Total Small Business Set-Aside under NAICS code 562910 with a period of performance spanning five years from July 1, 2026, through June 30, 2031. The successful offeror must provide fully qualified personnel, specialized equipment, and all necessary materials to conduct comprehensive surface and subsurface geophysical sweeps to detect, identify, mark, and safely demolish explosive hazards in accordance with Army and Department of Defense regulations. The work demands 100% coverage of designated areas with zero deviation, requiring EOD or civilian UXO Technician certification compliant with DDESB TP-18 for all field personnel. Administrative deliverables include a Quality Control Plan, Installation Pass Log, OPSEC and AT Level I training certificates, Key Personnel resumes, and an Accident Prevention Plan with Activity Hazard Analysis, all submitted within strict timelines post-award. Proposals must be submitted electronically by 10:00 AM EST on June 11, 2026, in three volumes: a General volume in MS Word, a Technical Proposal volume not to exceed 25 pages in MS Word, and a Price volume using an unlocked MS Excel file along with the SF 1449. The evaluation will prioritize technical capability significantly over price, assessing the offeror’s understanding of the Performance Work Statement, proposed methodology, and demonstrated experience with similar complex UXO clearance operations. Contract administration will require full adherence to Federal Acquisition Regulation, Defense FAR Supplement, and Army FAR Supplement clauses, including requirements for System for Award Management maintenance, contractor personnel identity verification, pollution prevention, export control, and mandatory insurance coverage.
