This notice is a combined synopsis/solicitation and Notice of Intent. The Government intends to solicit and negotiate on a sole source basis with Rocket Software, LLC, for a software license renewal for the Unidata software maintenance under the authority of FAR 6.302-1. This will be in accordance with the format in FAR 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on HTC711-10-Q-D028. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24, dated 28 February 2008. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAICS) code for this procurement is 511210 and the small business size is $25M. Rocket Software, LLC, is the only known supplier of UniData software maintenance as required by the Surface Cargo Systems Branch of HQ Surface Deployment and Distribution Command (SDDC), Global Freight Systems (GFM). The Unidata software is a proprietary product of Rocket Software. There are no similar products available through other companies that will satisfy the Government's requirement. This acquisition is for technical support for the Unidata. Unidata has been a critical COTS component of GFM since its start in the late 1980s. At the core of GFM are the UniData database engine and about 400,000 lines of UniBasic Software Lines of Code (SLOC). While GFM can operate in an extremely limited fashion without the presence of UniData and UniBasic, it would not be able to operate its core functionality. Based on the market research, no company other than Rocket Software can provide the necessary software products for the requirement. FOB Point is Destination, Scott AFB, IL. Delivery location is HQ SDDC, 709 Ward Drive, BLDG. 1990, Room 1E171-72, Scott AFB, IL 62225. The following FAR and DFARS provisions and clauses apply to this acquisition: FAR 52.204-7(b)(1), By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation; FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation of Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; DFARS 252-204-7004, Alternate A Central Contractor Registration; 252-212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions or Commercial Items (DEVIATION). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3, Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurement. Offers maybe e-mailed to Andrea Mouser at United States Transportation Command, Directorate of Acquisition at andrea.mouser@ustranscom.mil or faxed to the POC indicated above at 618-256-9600. Offers must not be submitted later than 3:00 PM (CST), 2 April 2010. Copies of the above referenced clauses are available from http://farsite.hill.af.mil/vffara.htm.
