Solicitation # HT003826SC005-AOI0002
The Defense Health Agency (DHA), through the Enterprise Intelligence and Data Solutions (EIDS) Program Management Office, is seeking commercial solutions for the operations, sustainment, modernization, and development of the Data Exchange Platform (DxP). This initiative, published under Commercial Solutions Opening HT003826SC005, aims to maintain mission-essential legacy services—including the Data Exchange Services (DES), Central Health Data Repository (CHDR), and ACS-DAL environments—while transitioning to a scalable, cloud-native, API-driven architecture. Key technical objectives include adopting FHIR R4 and OMOP CDM standards, implementing Zero Trust security, and evolving toward AI/ML-ready capabilities to support secure interoperability between the DHA, Department of Veterans Affairs, and other federal healthcare partners. The procurement follows a multi-phase evaluation process, with Phase I responses due by October 28, 2026. Phase I submissions are evaluated on a Go/No-Go basis focusing on technical feasibility, operational strategy for zero-disruption modernization, commercial maturity, and security alignment. While the government anticipates a Firm-Fixed-Price structure and a 12-month base period, the final award instrument may be a FAR-based contract or a prototype other transaction agreement, with an anticipated award date of March 2027. Selected vendors must demonstrate a robust DevSecOps approach and a realistic staffing pipeline meeting necessary security clearance and facility access criteria.

The Defense Counterintelligence and Security Agency (DCSA) has issued Innovation Call #01 under the DCSA Innovation Gateway (HS0021-26-CSO-DCSA) to develop a functional prototype for a Unified Application Access and Integration layer. The objective is to resolve fragmented workflows and inconsistent user experiences across mission operations by transitioning from siloed legacy capabilities to a modular, secure-by-design integrated platform using a hub-and-spoke model. The prototype will initially onboard a set of Individual Engagement applications, including eApp, IEP, PDT, and required forms such as PVQ and DD254. The project is estimated to start on October 15, 2026, with a six-month duration divided into four sequential phases, including a final validation phase to confirm performance across mission workflows and obtain an Authorization to Operate (ATO). The effort is conducted under Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or nonprofit research institutions. Work will be performed remotely or at the contractor's facility, with integration and deployment occurring within the government-provided DCSA IL5 cloud environment in Unclassified JWCAC AWS GovCloud. Proposers must submit a Solution Concept Paper by September 18, 2026, adhering to strict formatting guidelines and providing a Rough Order of Magnitude cost estimate. Evaluation is based on concept viability, mission alignment, and affordability. Successful prototype completion may lead to a follow-on production OTA or FAR-based contract for operational scaling and sustainment.

General Info

DCSA seeks a prototype Unified Application Access layer via OTA starting October 2026.

DCSA INNOVATION GATEWAY

INNOVATION CALL #01

Unified Application Access and Integration Prototype

This is Innovation Call #01 under the Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway (HS0021-26-CSO-DCSA).

Requirement Title

Unified Application Access and Integration Prototype

Problem Statement

DCSA’s mission operations for personnel vetting, industrial security, counterintelligence, and insider-threat activities are supported by multiple separate applications that users must navigate to complete related work. This fragmented environment creates disconnected workflows, inconsistent authentication and user experiences, and inefficient access paths that increase user burden and reduce operational efficiency. It also adds complexity to the sustainment, modification, and modernization of mission applications and services.

DCSA requires a more unified and user-centered approach that improves workflow continuity and usability while preserving continuity of operations for existing Individual Engagement (IE) applications during prototype development and evaluation. The underlying challenge is to transition from siloed legacy capabilities to an integrated platform of modular components that can support phased integration, replacement, and modernization of back-end services without disrupting the user experience or mission execution.

Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement
Solicitation # RFIPVField2027
The Defense Counterintelligence and Security Agency (DCSA) is conducting market research through a Request for Information (RFI) for Personnel Vetting (PV) Fieldwork Services. The agency intends to establish a flexible, cost-efficient business model to provide investigative products, including Enhanced Subject Interviews and continuous vetting alert resolution, in support of the Trusted Workforce 2.0 transition. The proposed acquisition strategy involves awarding multiple Firm-Fixed Unit-Price (FFUP) single-award IDIQ contracts divided into two functional tracks: Track 1 for Initial Vetting and Track 2 for Other Vetting Scenarios. The projected contract structure includes a five-year base period with five one-year options, with a target award date of July 2027. Workload distribution will be managed through a dynamic, performance-based points system based on semi-annual evaluations of price, timeliness, and quality. Contractors must meet stringent security requirements, including CMMC Level 2 Third-Party Assessment for systems processing Controlled Unclassified Information and adherence to FedRAMP Moderate or DoD Impact Level 5 equivalency for cloud services. While services will primarily leverage virtual capabilities nationwide, the contract allows for in-person interviews and potential international fieldwork. All investigators must be trained according to National Training Standards, and the government retains final authority over the inspection and acceptance of all investigative products.
