Special Notice – Notice of Intent to Award a Sole Source Procurement

The Tennessee Air National Guard, located in Memphis Tennessee intends to issue a sole source firm fixed priced contract to MCS OF TAMPA, INC., 8510 Sunstate St., Miami, FL 33634-1312. MCS of Tampa, Inc. will replace the current Unify Console System and install a new Unify OpenScape Voice IP-Based C2 Solution System Expansion. This requirement will include parts, support, and maintenance services located at the Memphis Air National Guard Base, 4593 Swinnea Rd., Memphis TN 38118.

The requirement will be sole sourced to MCS of Tampa, Inc. to update the obsolete products and communicate with additional Unify hardware and software. MCS of Tampa, Inc., is a direct distributor of Unify Products and Services. Unify utilizes certain authorized third-party distributors to market Unify offered Products and Services.

This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (1) "soliciting from a single source." The NAICS code is 334220 and has a size standard of 1,250 EMPLOYEES for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 4:00 p.m. CDT, August 11, 2026 to: 164.AW.MSC.ORG@US.AF.MIL. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
