Unit Command and Control

This RFI is to gather information concerning the sustainment and modernization/development efforts required for the Unit Command and Control (UC2) Program. Respondents will be used to gauge interest for a future RFP. UC2 will be an Acquisition Category (ACAT) III program to sustain and modernize the Unit Command and Control (UC2) system. Sustainment of UC2 is currently being performed by Leidos at their facility in Morgantown, West Virginia under contract with the Program Office at Hanscom Air Force Base, using Government Furnished Property (GFP). The UC2 sustainment contract will end on 30 September 2018. There are no Government provided facilities. The Government shall not be providing additional GFP for this effort due to budget restrictions. The Government will provide the most current release of the UC2 software baseline (includes UC2 source code, Integrated Information Management Systems (IIMS) source code, and Air Force Installation Command System (AFICS) source code), hardware configurations, Patriot Excalibur (PEX) installation software, applicable documentation, and the necessary licenses. The UC2 Program activities to be performed include all sustainment and development knowledge, capabilities, processes, procedures and functionalities needed to completely assume sustainment and modernization/development responsibilities. These tasks include but are not limited to; help desk, software development, regularly scheduled maintenance releases, as-needed patch releases, integration & test, database engineering, security service pack creation, Host Base Security System (HBSS) compatibility, security engineering, system engineering and configuration management.
