The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to solicit and award a Fixed Price contract on a sole source basis to Testek Solutions (CAGE Code 06659) for the purchase of one (1) Fuel Boost Pump UUT Test Adapter Kit, Part Number (P/N) 568-1-25300-004, one (1) Fuel Jettison Pump UUT Test Adapter Kit, P/N 901-366-654-109, one (1) Suction Lift Pump UUT Test Adapter Kit, P/N 901-366-305, one (1) Pump UUT Test Adapter Kit, P/N A15PS403-1, which are used to modify existing UUT Adapter Kits to be used with the new Rollover Test Stand, part number 102427-P3, and upgraded Rollover Test Stand, Part Number 102427-P1. These items will support the Domestic CH-53K Program.   



The Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Testek Solutions, as the sole developer, designer, and manufacturer of the UUT Adapters listed above, owns the proprietary data and as such is the only source with the knowledge and expertise necessary to manufacture the item listed above.  The Government does not have the technical data or equipment to obtain this item from an alternate source.



(THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice.  A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.  The Government will not pay for any responses received.  There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
