UNITED STATES ARMY CORPS OF ENGINEERS (USACE) NORFOLK DISTRICT - GROUNDS MAINTENANCE SERVICES

The U.S. Army Corps of Engineers, Norfolk District, is seeking information from qualified contractors capable of providing comprehensive grounds maintenance services under a future firm-fixed-price contract, though no solicitation currently exists. The anticipated contract will require services for approximately 3.5 acres of improved grounds including grass cutting, trimming, edging, leaf removal, soil aeration, mulch maintenance, turf repair, weed and vegetation control, fertilization, tree and shrub pruning, branch removal, power washing of sidewalks and outdoor furniture, and manual watering of non-irrigated areas. Additionally, the contractor must perform snow and ice control across 15,000 square yards of parking lots, 200 yards of roadways, and 550 square yards of sidewalks, loading docks, stairways, ramps, and other critical access points, with mandatory on-site presence before, during, and after each storm until all areas are fully cleared and safe. Work must comply with a Performance Work Statement and require all necessary labor, equipment, materials, and transportation. The contract is expected to have a five-year period of performance— one base year and four optional years—under NAICS code 561730 with a small business size standard of $9.5 million and is designated as a total small business set-aside. Interested firms must submit a capability statement no longer than five pages by 2:00 p.m. EDT on June 11, 2026, including details on business size, SAM registration status, past performance with at least three completed projects of similar scope and value, percentage of work to be self-performed, subcontractor usage, bonding capacity, and joint venture information if applicable. Respondents must affirm the appropriateness of NAICS 561730 or propose an alternative with justification. Capability statements must be emailed to the specified points of contact, and no telephone inquiries will be accepted.
