The United States Government Publishing Office has issued an Invitation for Bid for the digitization of a large Microfiche collection belonging to the United States Army Reserve Command. The scope of work involves the pickup, digitization, and subsequent shredding of approximately 17 boxes containing roughly 51,000 cards, which represent an estimated 21,420,000 images. The contractor is required to deliver the completed product, consisting of grayscale PDF files with OCR and a CSV load file containing FADGI 3-star metadata, on two identical portable hard drives to Fort Bragg, North Carolina. All image processing must adhere to the FADGI Technical Guidelines for Digitizing Cultural Heritage Materials, Third Edition, ensuring 100% accuracy in capturing text, color, and grayscale values. The contract is awarded based on the lowest offer provided in the Schedule of Prices, which must include costs for microfiche digitization, shredding, and transportation. Bidders must adhere to strict security protocols, including the use of a Federal accredited moderate boundary network to protect Controlled Unclassified Information (CUI) and the implementation of security control plans for PII. Personnel performing the work must undergo Federal Tier 2 background investigations, and those accessing pickup locations must meet specific requirements regarding US citizenship and valid identification. The performance period begins with a purchase order expected by October 1, 2026, with a final delivery deadline of September 30, 2027. Following completion, the contractor must store all digitized files and original boxes for a minimum of six months pending written approval from the GPO.
