At the time of submission of its proposal, it must represent to the Contracting Officer that it is a small business concern under the North American Industry Classification System (NAICS) 541611 with the small business size of $15M. This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the procedures in Federal Acquisition Regulation (FAR) Subpart 12.6 and is being utilized in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15.101, Best Value Continuum. Announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
