EXPRESSIONS OF INTEREST: Must be submitted in writing and should include a minimum of information that follows.  The proof of property ownership or authority to enter into a contract to convey exclusive rights of subject property, such as a warranty deed or a property management contract with the owner which includes the owner’s warranty deed.  Provide a recent survey, if available.  Include information addressing the criteria as listed.


CRITERIA: Properties will be ranked based on the following:


1. Geographic location: Within the attached delineated area, preference will be given to sites closer to the current location. Provide a map indicating location.


2. Ownership or Term: Properties available for a minimum of a five (5) year lease are preferred, with option to extend to a longer term. 


3. Site access: Preference will be given to properties with established, well-maintained roadway access.  Parties indicating a willingness to make improvements and provide such access if not currently available will give similar preference.


4. Environmental impact/restrictions: The Coast Guard will not assume any liability for properties with environmental issues, however, each will be evaluated on a case by case basis.


5. Specific Requirements: Property must accommodate the following specifications and/or provide viable alternate solutions:


  1. Location should be preferably within delineated area;  attached delineated map shows the radius from current location.
  2. The term of the lease would be for five years commencing on or about April 1, 2027, through March 31, 2032.  There may be an option to extend this term with the consent of the Lessor. 

6. Utilities: Preference will be given to properties with close proximity to existing public utilities, including water, sewer, electrical power, natural gas, telephone, cable television, and high-speed internet connectivity. Specific utility requirements detailed below. 



BACKGROUND


A Direct Lease is a form of acquisition that allows the United States Coast Guard (USCG) to enter into a Lease Agreement in support of its mission needs within a 20-minute radius of 300 Centerton Rd., Moorestown, NJ 08057. The USCG will utilize this property for its laboratory, administrative and secured storage spaces.  The USCG expects to enter a lease agreement prior to the start of any needed renovations.


PROJECT SCOPE/DELIVERABLES


USCG is principally seeking:


  • Laboratory Space - 6,000 USF - Contiguous, environmentally controlled, and secure space to house all current and planned C4ISR system baselines, including server racks, operator consoles, and specialized test equipment.
  • Administrative Space - 3,400 USF - Office space for approximately 54 government and contractor personnel, including offices, cubicles, and conference rooms.
  • Storage Space - 500 USF - Secure, environmentally controlled storage for spare parts, diagnostic equipment, and classified hardware components.
  • Laboratory and Technical Space Power & Heat Load - The current laboratory includes several distinct areas with significant power and cooling needs. The total heat load for existing CGSAIL equipment is 417,000 BTU/hr.
  • Facility Power and Cooling Requirements:
    • Total Electrical Power:
      120 kW of 208/120 Volt 3-Phase power (objective of 500 kVA redundant, uninterruptible power).
    • Total Cooling Capacity:
      150 tons of redundant cooling, supported by (2) 22-ton air handlers.
    • Environmental Control:
      Maintain a constant temperature of 68-72°F and relative humidity of 40-50%.
  • Antennae: Rooftop installation space for approximately eight small passive antennae for navigation and simulation systems.
  • Security Requirements: The facility must adhere to strict security protocols for handling information up to the SECRET level.


Properties should be located within 20-minute radius of 300 Centerton Rd., Moorestown, NJ 08057 (note attached map).  Eligible properties must adhere to all local, state, and federal codes/standards. This will be a direct Government lease with terms to be determined.  The lease would be at full market rate along with each extension. 


PROPERTY IDENTIFICATION CRITERIA


Once the USCG has reviewed all proposals, a scheduled in-person visits to prospective properties will be arranged. 


Additional Criteria Include:


  • The proposal should include price per square foot, and possible renovation costs.
  • Coast Guard award may be made without discussions. 

 All Leases will be entered under the US Coast Guard’s Authority 14 USC 501 (e).
