Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Universal Detainee Identification and Information Tool Innovation Day Announcement Event: Innovation Day for Universal Detainee Identification and Information Tool Sponsor: Immigration and Customs Enforcement (ICE) Office of Acquisitions (OAQ) & Enforcement and Removal Operations (ERO) Date: Wednesday, May 16, 2018 Time: Each vendor will be individually scheduled and will have 30 minutes to present to Government representatives. Where: The Potomac Center North (PCN) Building, 500 12th St SW, Washington, DC 20024 Background: The United States Department of Homeland Security (DHS), United States Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) provides policy and oversight for the administrative custody of one of the most highly transient and diverse populations of any correctional or detention system in the world. ERO manages ICE detention operations efficiently and effectively to provide for the safety, security, and care of aliens in ERO custody. ICE oversees programs and conducts operations to identify and apprehend removable aliens, to detain these individuals when necessary, and to remove illegal aliens from the United States. ERO prioritizes the apprehension, arrest, and removal of convicted criminals, those who pose a threat to national security, fugitives, recent border entrants, and aliens who thwart immigration controls. ERO manages all logistical aspects of the removal process, including domestic transportation, detention, alternatives to detention programs, bond management, and supervised release. In addition, ERO repatriates detainees ordered removed from the United States to more than 170 countries around the world. Comprising six headquarters divisions and 24 Field Offices, ERO consists of 7,621 employees and manages a budget of approximately $2.8 billion. Description: U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) welcome interested parties and organizations to prepare and deliver a 30-minute informative presentation or demonstration to inform potential technological solutions for a new universal detainee identification and information tool. The initial focus shall be on a technological solution (examples include a non-permanent tool/device, such as: identification card, wrist band with bar code, and radio-frequency identification) to store and inform ERO and detention staff of critical information about a detainee's health, safety, and impairments, including communication impairments. This will help to ensure a detainee's health, safety, and security while in ICE detention by giving facility staff a snapshot of the detainee's needs, alleviating the need for staff to check multiple data systems to view the same information. The data captured may include: biographical information (e.g. photograph, height, weight, notable markings and scars, and tattoos); medical information, including alerts and vulnerabilities (e.g. disability and mental health); detention security level (high/medium/low); and immigration court status. The tool/device will not be used to track detainees or detainee location, but rather will be used to identify detainees and store key information. The tool/device will be considered ERO property and will accompany the detainee from intake processing, through any detention environment, until removal or release from ICE custody. ICE ERO is looking for solutions that have proven to be successful at other custodial agencies or law enforcement agencies and wish to leverage best practices and lessons learned. Any proposed solution needs to ensure that personally identifiable information (PII) is properly protected. This Innovation Day will consist of one-on-one meetings with vendors at times to be specified upon request for attendance. The purpose of the meeting is for the Government to gather more information and solicit feedback prior to release of a Request for Proposal.
