AI Contract Overview

The contract involves a forthcoming Broad Agency Announcement (BAA) intended to support the Unmanned Carrier-Launched Airborne Surveillance and Strike (UCLASS) program. Its focus includes developing the Concept of Operations (CONOPS), system architectures, requirements documentation, and analyzing potential material solutions. This new BAA is designed to address more specific government needs identified after the previous BAA issued in March 2011, which explored broad industry capabilities. Unlike the prior solicitation, this BAA will encourage full and open competition, allowing offerors to price individual tasks separately and respond to any subset of the defined tasks. The government will not release proprietary information from previous study contracts, and the exact period of performance for this BAA is still being finalized. While an Industry Day has not been confirmed, the government is considering posting an informational briefing online to provide further details. The current notice is a pre-notification and not a solicitation; a formal Request for Proposal will be the definitive source for requirements and contract awards. The contracting authority is the Naval Air Systems Command under the Department of Defense, with the contract specialist listed as Peggy M. Belcher.
