Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. Update to ADDENDUM - ROOSTER (Formerly known as LDPE) Risk Reduction posted 20 July 2020. The Government intends to release a BAA seeking proposals for technical studies relating to flexible, multi-payload (hosted and separable) space vehicle (SV) platforms, or any other innovative ideas that would benefit experimental on orbit infrastructure. Previous RFI's provide additional information on the LDPE/ROOSTER system and mission concept and may be used as a point of departure. Platform designs need not be limited to ESPA-based systems, but should remain compatible with NSSL SPRD Rev B and SIS Rev C. In addition to system-level designs, new concepts are also sought for improving specific aspects of this type of platform/SV and the ROOSTER mission; for example, accommodate later payload integration, maximize launch flexibility, enhance on-orbit services, etc. This BAA will only cover studies; a separate RFP is expected to be released in CY21 for the primary ROOSTER system design and assembly. The Government intends to issue a two-step BAA solicitation by mid-September. Step 1 will request white papers with not to exceed rough order of magnitude (ROM) and approximately 30 - 45 days will be allowed for interested vendors to respond. In Step 2, vendors will be selected to submit a technical proposal, statement of work, and detailed price estimate. The expected contract type for any BAA awards issued under this solicitation will be Firm-Fixed Price. Multiple contracts are anticipated to be awarded by end of CY20, intial total value of all awards will be approximately $1.8M and the periods of performance will be approximately 120 days. DISCLAIMERS AND NOTES THIS IS A NOTICE ONLY. This Notice is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever.
