This contract, issued under solicitation number 140P2026R0063 by the Department of the Interior’s DSC Contracting Services Division, pertains to the rehabilitation of underground utilities at Bandelier National Monument in Los Alamos, New Mexico. The work includes comprehensive reconstruction and replacement of aging utility systems—sixty years or older—that suffer from code deficiencies and deferred maintenance across key areas: Mesa Top (including Entrance Station, Juniper Campground, Mesa Housing, and Field Operations Center), Entrance Road and Fire Tower Lane, Frijoles Canyon, and the Los Alamos National Laboratory right-of-way across Highway 4. All utility systems—water mains, electrical distribution, cellular network, and roadway infrastructure—must be replaced under a Firm-Fixed-Price arrangement, with construction activities constrained by the imperative to keep Entrance Road fully open to vehicular traffic throughout the project. The contractor must adhere to strict environmental and safety protocols, including compliance with OSHA standards for underground construction and excavations, implementation of a storm water pollution prevention plan, and development of an emergency response plan for trapped personnel in shafts or pipes. Only domestic or designated country materials are permitted, explicitly excluding those from Bahrain, Mexico, or Oman. The contract mandates precise compliance with packaging and delivery requirements, including use of original manufacturer containers, biodegradable or recyclable packaging with minimal material, and proper labeling—particularly for insulation, which must be marked "asbestos-free."
