Quotes are not being requested and written solicitation will not be used. The U.S. Department of Agriculture (USDA) intends to negotiate on a non-competitive basis with Buscher Family Holdings, LLC for Software Maintenance, Upgrades and System Support for the USDA Departmental Mailing List System (DMLS). The objective of this procurement is to contract for services to support and maintain the Billing Systems for copier and duplicating services, courier/chauffeur and mail preparation using Filemaker software. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. The justification for restricting competition is in accordance with FAR 6.302-1 (Only one Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.)
