THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation 15B61919B00000001 for the award of a firm-fixed-price construction contract for a project entitled BMS System Upgrade at the Federal Correctional Institution located in Herlong, California. FCI Herlong is located at 741-925 Herlong Access Rd A25, Herlong, CA 96113. The following brief synopsis should not be considered inclusive of work required to complete the project: The project is for the installation of new controls required to incorporate all areas into a new Niagara 4 Building Automation System at FCI Herlong. Some field controllers have already been replaced with the Distech Controls ECB series field controllers. To maintain the consistency of operation and troubleshooting and the simplification of personnel training, contractor will replace all remaining older field controllers with the Distech Controls ECB Series field controllers. All field controllers installed must continue to communicate on the existing network infrastructure currently in-place. The contractor will provide all materials, labor and equipment required to install the new system. The contractor will also provide all necessary programming and testing to ensure the system is fully functioning and working properly with the existing system. The performance period for the project will be 192 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $100,000 and $250,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The North American Industrial Classification System (NAICS) code applicable to this requirement is 238210 with a corresponding small business size standard of $15.0 million. The solicitation will be available approximately on or about December 31, 2018. The solicitation will be distributed solely through the Federal Business Opportunities (FBO) website at www.fbo.gov. Hard copies of the solicitation will not be made available. The website provides download instructions.
