The Naval Criminal Investigative Services (NCIS) plans to award a Firm Fixed Price, Sole Source purchase order to Salient Federal Solutions to upgrade the communications modem system at Naval Air Station Oceana. The current modem system, which supports alarm coverage for buildings 320 and 321, relies on an outdated analog, point-to-point backbone that has resulted in sporadic alarm functionality. The upgrade involves transitioning this system to a Digital Subscriber Line (DSL) over Ethernet to enhance reliability and performance. Salient Federal Solutions is uniquely qualified for this task, having been the sole provider of system support since the original installation, and possessing in-depth knowledge of the existing hardware. This procurement will be conducted under FAR 6.302-1, which authorizes a sole source acquisition when only one responsible source can fulfill the requirement. The work will be carried out at NAS Oceana located in Virginia Beach, Virginia. As this is not a competitive solicitation, the government will consider responses only to determine if competitive procurement is warranted but reserves full discretion in this decision. Interested parties were invited to submit their capabilities no later than July 23, 2012. The contract aims to modernize and improve the safety and reliability of the alarm communication system critical to building security at the Naval Air Station.
