Upgrade Generator Control System

The contract is for the upgrade of a 500kVA generator control system at the U.S. Embassy in Vienna, Austria, under solicitation number 19AU9026Q0015, with work scheduled for October 2026 during a weekend window from Friday 5 PM to Sunday 7 PM to minimize generator downtime. The scope includes comprehensive execution planning, full decommissioning and disposal of the existing ACON control system, delivery and installation of a new DSE 8620MKII (or equivalent) system, commissioning, and test runs. The contractor must provide customer training and technical documentation, and is contractually obligated to guarantee the availability of all hardware and software spare parts for at least ten years. The work must comply with a strict set of Austrian and German technical standards including ÖNORM B 2110, ETG 1992, ÖVE/ÖNORM E 8101, ÖVE/ÖNORM E 8015-1-3, ÖVE/EN 1, DIN standards, and VDI guidelines, with the contractor assuming full and unlimited responsibility for material selection, workmanship, and flawless completion. The contract is a firm fixed-price arrangement, with payment made only upon fault-free acceptance by the Contracting Officer’s Representative, following a three-year guarantee period that begins at final acceptance. All pricing must be in Euros, with Value Added Tax (VAT) at 20% priced separately and itemized on invoices, and all payments are processed electronically via electronic funds transfer to the contractor’s address on file. The contractor must be registered in the System for Award Management (SAM), submit proof of UEI registration, and demonstrate a history of integrity and business ethics. Proposals must be submitted electronically in English by August 6, 2026, with mandatory components including a completed SF-1449, pricing details, proof of presence in Austria or a plan to establish an office within 30 days of award, a list of three years of relevant client references, and designation of a Project Manager fluent in English. The offeror is prohibited from using covered telecommunications equipment under Section 889 of the NDAA, must comply with OFAC restrictions, and is subject to liquidated damages for missed deadlines. The acquisition is unrestricted and the award will go to the lowest priced, acceptable, and responsible offeror, with pass/fail gates for technical acceptability and
