Upgrade Simplex ES NET

The Birmingham Airport Authority is seeking proposals from licensed and experienced contractors for the upgrade of the Simplex ES NET and associated components at the Birmingham-Shuttlesworth International Airport. This best-value procurement involves a comprehensive scope of work including pre-construction field verification of the existing 4120 Network system, demolition and disposal of obsolete equipment, and the installation and configuration of new hardware such as ES NET EXT NIC Platinum, Network Interface Card Slots, NXP CPU Cards, and Fiber Media Cards. The selected contractor must provide all labor, materials, and programming to ensure seamless communication between new and existing systems, and is required to deliver as-built drawings, technical backups, commissioning documentation, and operational training for airport personnel. Proposals must be submitted by November 3, 2026, and must not exceed 25 pages. Evaluation will be based on the contractor's capability, proposed approach, recent experience within the last five years, and total cost. For contracts valued at $50,000 or more, performance and payment bonds equal to 100% of the contract sum are required, along with liability and workman's compensation insurance. All on-site personnel must pass background checks to obtain a BAA badge. The project requires strict adherence to Federal, State, and OSHA safety standards, as well as compliance with non-discrimination laws including the Americans with Disabilities Act and Title VI of the Civil Rights Act.
