Full Description
The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to solicit and award a Fixed Price contract on a sole source basis to Eclypse International Corporation (CAGE 0JJ26), for the purchase one each of the following eleven (11) items:
(1) H-60 Stability Augmentation System (SAS) Amp, PN 991-OTP-00039-01.
(2) OTPS, H-60 AFCS Control Panel, PN 991-OTP-00087-01 .
(3) OTPS, H-60 Stabilator Amplifier, PN 991-OTP-00088-01.
(4) TPS, MH-60R Misc Relay Panel, PN 991-000-00252-01.
(5) TPS, H-60 Blade Fold Control Panel, PN 991-000-00467-01.
(6) TPS, Misc Switch Control Panel, PN 991-000-00469-01.
(7) TPS, H-60 Fuel Management Control Panel PN 991-000-00470-01.
(8) TPS, Blade De-Ice Control Panel, PN 991-000-00471-01.
(9) TPS, H-60 Master Warning Panel, PN 991-000-00472-01.
(10) Spares/MAMS Kit, ESATS II, PN 980-E20-10000-03.

This effort is in support of the MH-60R Foreign Military Sales (FMS) program for the Spanish Armada.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Eclypse International Corporation, as the Original Equipment Manager (OEM) they hold the proprietary rights to the drawings, specifications, and data necessary to manufacture these items. The Government does not own the rights to the drawings or specifications which would be needed to obtain this item from an alternate source.
(THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
