This contract involves the procurement, delivery, assembly, installation, testing, and certification of upgrades for two Teradyne Spectrum 9100 Test Stations. These Government Furnished Equipment units, located at Boeing in Huntington Beach, California, and DRS in Johnstown, Pennsylvania, are critical for the factory acceptance testing of circuit card assemblies used in the AN/USQ-82(V) General Electric Digital Modem System. The upgrades encompass hardware, software, and firmware to ensure the continued functionality of the shipboard network used across DDG 51 Class Destroyers, AEGIS Ashore installations, and various Foreign Military Sales programs. Teradyne is designated as the sole responsible source for this acquisition due to their unique ability to meet the highly specific form, fit, and function requirements of the existing custom-configured systems. Because the Spectrum 9100 is essential for maintaining the delivery and modernization schedules of numerous US and international warships, the contract was awarded without full and open competition to avoid significant schedule delays and cost penalties. The work is performed in North Reading, Massachusetts, under solicitation N0002418C4133.

Full Description

This contract will provide for the procurement of, delivery, assembly, installation, testing, and certification of two upgraded S9100s (and their associated instrument hardware and module test software). One of these GFE units to be upgraded is currently located at the Boeing facility in Huntington Beach, CA; the other GFE unit to be upgraded is located at the DRS facility in Johnstown, PA. The Government's requirements for upgrades to Teradyne Spectrum 9100 Test Station hardware, software, and firmware, have been verified by technical and requirements personnel from the AN/USQ-82(V) Design Agent. Pursuant to 10 U.S.C. - 2304(c) (1), Teradyne is the only responsible source capable of satisfying the Navy's requirements for the Spectrum-9100 functional test platform in support of the AN/USQ-82(V) Program. The Spectrum-9100 offers the best proven solution to the AN/USQ-82(V) Program for testing high-mix products that demand either high-performance digital, analog, mixed-signal, and/or serial bus testing or any combination of these tests. In fact, it is unique in that it is specifically engineered for testing products with vastly different technology and legacy components. The AN/USQ-82(V) GEDMS is the mission critical, general purpose, control data, third generation shipboard network for DDG 51 Class Destroyers. This network transfers inputs and/or outputs for the Machinery Control System (MCS), Damage Control System (DCS), Steering Control System (SCS), AEGIS Combat System, Navigation Displays and Interior Communications (IC) Alarms & Indicators. The AN/USQ-82(V) GEDMS is being forward-fitted on DDG 51 New Construction, to include approximately 27 ships. As part of DDG Modernization, it is being back-fitted to Flight I/II DDGs (approximately 28 ships) and Flight IIA DDGs (approximately 32 ships). It is also being used in AEGIS Ashore installations (3 sites). In addition, GEDMS is being procured through Foreign Military Sales (FMS) to support destroyer programs in the Royal Australian Navy (RAN), the Republic of Korea Navy (ROKN), and the Japan Maritime Self-Defense Force (JMSDF). Given the breadth of the AN/USQ-82(V) program described above, it is imperative that GEDMS Module deliveries, troubleshooting, and repairs support the schedules for all of these New Construction and Modernization Shipbuilding Programs. Any delays would result in significant schedule impacts and associated cost penalties, and, ultimately, the potential unavailability of indispensable warships to the USN, RAN, ROKN, and JMSDF. As the sole manufacturer of the Spectrum-9100 systems, Teradyne is the only company capable of providing upgrades to the Government's two GFE systems that have been custom configured to support the AN/USQ-82(V) Program for factory acceptance testing on all circuit card assemblies used. These systems were procured for Boeing (in 2005) and DRS (in 2008) and provided to each as GFE. In addition to the core hardware, software, and firmware, these two GFE testing devices include custom test fixtures and specialized software. Individual Test Program Sets (TPSs) were developed for each of the 24 module types to measure key parameters (e.g., all voltages, timing, logic, interfaces & ports) to ensure that both manufacturers assemble every module with the correct part tolerances and that they integrate and function properly. A full and open competition for new Spectrum-9100 systems (or similar systems) will result in alternate equipment proposals that would not meet all of the highly-specific, already established and approved form, fit, and function requirements for AN/USQ-82(V) Modules. Any changes will generate very large time impacts to ship deliveries and schedules. As a result, the use of full and open competition is not feasible here at this time. Other Than Full and Open Competition in accordance with FAR 6.302-1 is recommended for this acquisition as services are available from only one source.
