Upgrades to the Global Reconstruction and Measurement System

The Naval Air Systems Command has awarded a modification to Maritime Surveillance Associates in Brunswick, Maine, for enhancements to the Global Reconstruction Analysis and Measurement System software used for Airborne Anti-Submarine Warfare Intelligence. This modification is part of a Firm Fixed Price Delivery Order under a Basic Ordering Agreement and is valued at 188,864.00 dollars, bringing the total overall value of the contract, including options, to 1,146,033.00 dollars. This acquisition was conducted on a sole-source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1) and Federal Acquisition Regulation 6.302-1. The government determined that Maritime Surveillance Associates is the only responsible source capable of satisfying the requirements, as they are the sole designer and developer of the system and possess the necessary technical data. This effort is governed by Class Justification and Approval number 19-0542, which authorizes these software improvements to avoid substantial duplication of costs.
