AI Contract Overview

NASA Langley Research Center intends to procure Upper-Atmosphere ozone sondes from Droplet Measurement Technologies under solicitation NNL16579945Q. This procurement is being pursued as a sole-source acquisition because DMT sondes are the only units compatible with the existing ground stations used for long-term data collection. Switching to a different provider would necessitate a costly and time-consuming multi-year evaluation process across multiple institutions, resulting in a duplication of resources that outweighs the potential benefits of competition. The acquisition will be conducted as a commercial item purchase following FAR Part 12 and the Simplified Acquisition Procedures of FAR Part 13. While the government intends to award the contract to DMT, interested organizations were invited to submit written capabilities and qualifications by March 8, 2016, to determine if a competitive procurement was warranted. All final determinations regarding the competitive nature of the effort remain at the sole discretion of the government.

Full Description

NASA/LaRC has a requirement for Upper-Atmosphere ozone sondes. NASA/LaRC intends to purchase these sondes from Droplet Measurement Technologies (DMT). These sondes are the only sondes compatible with the ground station currently in use at LaRC; which have been used for years for gathering data and reporting results. If this were to be awarded to another company, then an extensive, multi-year and multi-institution, inter-comparison and evaluation would need to be carried out. It would take substantial duplication of resources and time for another source to provide the required sondes, and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on 03/08/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
