The California Department of Fish and Wildlife has executed Streambed Alteration Agreement EPIMS-ORA-64918-R5 with the City of Newport Beach for the Upper Newport Back Bay Drive Maintenance Project. This agreement, pursuant to Section 1602 of the Fish and Game Code, authorizes routine maintenance to ensure flood control and the functionality of stormwater facilities. The scope of work primarily involves removing native, nonnative, and invasive vegetation, such as willows, cattails, and pepper trees, as well as removing sediment from flood control facilities. Work is centered along Back Bay Drive from Shellmaker Road to Eastbluff Drive, specifically within the narrow stream channel and at 38 storm drain culvert structures on the bay side. Additional maintenance activities are designated for two other locations at Bayview Way and Bayview Place, and Bayview Way and Jamboree Road. These activities include clearing culverts, inlet and outlet structures, and trimming vegetation. In areas with natural earthen bottoms, vegetation management is restricted to trimming understory growth to preserve low-flow functions.
