The Upper Pinto Creek Mine Sites Engineering Evaluation and Cost Analysis project, managed by the Department of Agriculture's Southwestern Regional Office, involves preparing a comprehensive EE/CA for six separate mine groups located in the upper reaches of the Pinto Creek watershed within the Tonto National Forest, Arizona. The scope of work includes the development of a Sampling and Analysis Plan, the execution of field sampling and analysis, and the production of a final EE/CA report featuring scale drawings and a public fact sheet. This effort relies on data from the Preliminary Assessment/Site Investigation and the Environmental Protection Agency's Total Maximum Daily Load report to address mine features such as adits, shafts, and waste rock piles. The project requires specialized access via 4WD vehicles and hiking through steep terrain to reach the designated sites. Technical requirements include adherence to specific EPA test methods for cyanide and surface water hardness, as well as compliance with OSHA standards for asbestos air analysis. This small business set-aside procurement, identified by solicitation number ag-8371-s-14-0075, also incorporates federal wage determinations for the state of Arizona and addresses potential cost recovery from various potentially responsible parties.

DESCRIPTION OF PROJECT This Statement of Work (SOW) consists of tasks associated with preparing an Engineering Evaluation/Cost Analysis (EE/CA) for the Upper Pinto Creek Mine Sites (Sites). The data and information in the Pinto Creek Mines Preliminary Assessment/Site Investigation (PA/SI) shall be used as a resource to prepare the EE/CA in this Statement of Work. The Total Maximum Daily Load (TMDL) report by the Environmental Protection Agency (EPA) is also considered a valuable resource of information for this EE/CA. Tasks include a preparation of a Sampling and Analysis Plan, field sampling and analysis, an EECA Report with scale drawings, and a Fact Sheet. LOCATION There are six separate mine groups (Sites) in the EE/CA. Each site has one or more mine features. A mine feature is an adit, shaft, waste rock piles or other workings. The Sites are located in the upper reaches of the Pinto Creek watershed; all above the Carlota Copper Mine. Access requires either 4WD vehicles and/or hiking over steep terrain. The Yo Tambien site was eliminated from the PA/SI for further investigation. Access to the sites requires either 4x4 vehicles and/or hiking over steep terrain.
