This contract relates to the Folsom Dam Upper Tier Outlet Works Modification Project in Placer County, California. The project involves enlarging four existing river outlet works and constructing two new ones within the dam without disrupting normal dam and reservoir operations. Key components include removing existing upper tier outlet gates and installing new slide gates, excavating new conduits underwater at depths up to 220 feet, and installing precast concrete panels using underwater techniques. Additional work includes boring new vertical air shafts, filling existing air shafts, enlarging tunnels and galleries, lining conduits with steel and reinforced concrete, and installing steel bulkheads to maintain reservoir functions during construction. The scope also covers mechanical and electrical upgrades such as new hydraulic power units, control systems, communication infrastructure, modification of existing crane equipment, sediment removal from the stilling basin, rock anchoring, and implementation of environmental controls like dust barriers and noise abatement. Water management and diversion will be critical throughout. Access to the draft Request for Proposal (RFP) and related information is controlled through the FedTeDS system to ensure security, requiring interested parties—including prime contractors, subcontractors, suppliers, and other stakeholders—to register prior to viewing or downloading materials. Feedback from industry on both technical and contractual aspects of the project is sought, with particular attention to the solicitation’s submission requirements and evaluation criteria, as well as the potential inclusion of an Economic Price Adjustment (EPA) clause. The Government invites comments, supporting evidence of market volatility, and recommendations for the EPA clause by early November 2004 to inform the final RFP, expected around December 6, 2004. The draft provided includes 95% complete design specifications and partial drawings, but does not constitute an official solicitation at this stage. All communications are to be directed to designated contract specialists, and the Government may publicly share responses for transparency.
