The Folsom Dam Upper Tier Outlet Works Modifications project involves significant construction and refurbishment work to enhance the dam’s outlet infrastructure without disrupting its ongoing operations. The project scope includes enlarging four existing river outlet works and constructing two new ones inside the concrete gravity dam. Key activities entail removing and replacing existing outlet gates with larger slide gates, underwater excavation for new conduits, installation and grouting of precast concrete panels using specialized underwater techniques, and boring new vertical air shafts while filling older shafts with concrete. Additional components include enlarging an air manifold tunnel, excavating new construction adits, upgrading inspection galleries and mechanical alcoves, lining all conduits with reinforced concrete, and installing bulkheads to maintain reservoir operations. Further upgrades encompass installing mechanical hydraulic power units, electrical controls, and communication systems, as well as modifying the existing gantry crane and spillway bridge girders to support a heavier hoist and trolley assembly. Sediment removal and stabilization work will be carried out in the stilling basin, including rock anchoring. Environmental protection measures, such as dust barriers, ventilation, drainage, and noise abatement, are required throughout construction, along with water diversion and care. The notice invites contractors to review a draft solicitation and provide feedback by early September, with the final request for proposal expected mid-October 2004. Interested parties may contact designated contract specialists to submit comments, ensuring all input is considered before finalizing the bidding documents.
