The City of Dallas Department of Transportation and Public Works is seeking statements of qualifications (SOQs) from experienced engineering firms who can demonstrate that they have the resources, experience, and qualifications to provide engineering services for the development of Plans, Specifications, and Estimates, (PS&E) for the conversion of approximately 4.5 miles of roadways from one-way operations to two-way operations on McKinney Avenue, Harvard Avenue, Cole Avenue, Carlisle Street, and Allen Street, respectively, relocate trolley tracks and the associated overhead catenary system, reconstruct streets and intersections, and provide intersection, signal, lighting, and pedestrian improvements within the project limits. Full project details are outlined in the RFQ packet.
The RFQ packet may be obtained beginning Thursday, July 23, 2026, from the City of Dallas Euna site. All Addenda are posted to the City of Dallas Procurement Services Euna website.
Statement of Qualifications are due at 1:00 p.m. on Friday, August 21, 2026, and will be opened by the City at 2:00 p.m. on Friday, August 21, 2026. Qualification Openings can be viewed on the City of Dallas Webcasting Website (https://dallastx.swagit.com/bid-purchasing).
