Uptown McKinney/Cole Couplet (also known as the McKinney Avenue/Cole Avenue Two-way Conversion)

The City of Dallas Department of Transportation and Public Works is soliciting qualifications from engineering firms to provide comprehensive design services for the conversion of approximately 4.5 miles of one-way roadways—including McKinney Avenue, Harvard Avenue, Cole Avenue, Carlisle Street, and Allen Street—to two-way operations. The project includes relocating trolley tracks and overhead catenary systems, reconstructing streets and intersections, and implementing intersection, signal, lighting, and pedestrian improvements. All work must align with TxDOT standards, NCTCOG Public Works Construction Standards, and applicable federal, state, and local regulations from agencies such as EPA, USACE, TCEQ, and FEMA. Design deliverables must include fully developed Plans, Specifications, and Estimates (PS&E) at 60%, 95%, and 100% completion stages, with all drawings sealed, signed, and submitted in accordance with City and state requirements. The selected firm will need to coordinate closely with multiple stakeholders, including TxDOT, NCTCOG, and other municipal agencies, while managing a demanding schedule and maintaining uninterrupted business access, school traffic flows, and streetcar operations. The selection process is a best-value evaluation, not based on lowest price, with evaluation factors weighted as follows: 30% for coordination with entities and schedule management, 20% for experience producing TxDOT-compliant PS&E packages, 15% for traffic control plan development, and 10% for quality assurance, quality control, and accurate contract time determination. The remaining 25% of the evaluation criteria are unspecified. Offerors must submit a Statement of Qualifications, limited to 11 pages of content excluding resumes, organizational charts, references, and required forms, via the City’s Euna portal by 1:00 p.m. Central Time on August 21, 2026. Key personnel requirements are stringent: the Project Manager must be a licensed Texas Professional Engineer with at least 15 years of experience, 10 years in pedestrian and bicycle design, and five years as a lead project manager.
