The U.S. Department of Energy Office of Science is issuing a notice of intent to award a sole source procurement to the URENCO group for the supply of Uranium Hexafluoride (UF6) to the New Brunswick Laboratory. This negotiated procurement, identified by reference number DE-SOL-0003141 and NAICS code 325188, is estimated at 225,000 dollars. The award is being pursued under FAR 6.302-1 because URENCO is identified as the only responsible source capable of providing the specific small quantities of homogeneous material required. The requirement consists of 1,000 grams of low-enriched uranium in UF6 form, with 235U ranging from 3.50 to 4.95 weight percent. The material must be drawn from a single homogenized source and delivered in five 1S bottles or cylinders, each containing approximately 200 grams, by March 1, 2012. All supplies must conform to the current ASTM C996 standard specification and be handled according to ANSI N14.1 packaging criteria for transport. While currently intended as a sole source award, the agency allowed for the submission of capability statements from other business concerns to determine if a competitive procurement was necessary.

The UF6 shall be packaged in five 1S bottles/1S cylinders, each 1S bottle to contain approximately 200 grams of low-enriched uranium and be delivered to NBL or another facility selected by NBL no later than March 1, 2012. The 1S sample bottles shall be handled according to ANSI N14.1 criteria for packaging of UF6 for transport. The enriched uranium delivered to NBL shall conform to the most currently applicable ASTM C996 standard specification for UF6 enriched to less than 5% 235U. If an additional responsible source exists, it may submit a capability statement which shall be considered by the agency. This procurement is currently open to all business concerns.
