The successful Proponent shall undertake a comprehensive assessment of the City of Thorold's urban forest and develop a 25-year Urban Forestry Strategy and recommendations for a Tree Saving Plan and supporting by-law for City-owned lands.The assignment will include a review of existing policies and background studies; review and, where authorized by the City, acquisition and analysis of aerial imagery or LiDAR data; development of a comprehensive tree inventory; natural asset valuation; GIS-based mapping and spatial analysis; public, stakeholder and Indigenous engagement; implementation planning; and recommendations to support a Tree Saving Plan and implementing by-law.The completed Strategy shall provide a long-term framework for preserving, enhancing and expanding the City's urban tree canopy while supporting climate resilience, biodiversity, asset management, sustainable growth and future municipal policy development.The work shall culminate in a comprehensive final Urban Forestry Strategy, GIS-compatible mapping products, an implementation roadmap, recommendations for a Tree Saving Plan and supporting by-law, a Council presentation, and all other supporting Deliverables identified in the RFP.
