An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 1. Definition of the requirement: The Correctional Service Canada has a requirement to deliver services that support the reintegration needs of Indigenous offenders released to urban centres. The work will involve the following: 1.1 Objectives: To improve CSC’s ability to reintegrate Indigenous offenders to urban areas that they have identified as their release destination and increase CSC’s capacity in the release planning process. To provide a partnership with Stony Mountain Institution, Eagle Women’s Lodge and the CORCAN team a reintegration training program to support Indigenous men and women offenders for skill development and job readiness in the construction industry utilizing a system of reintegration efforts using tools such as escorted temporary absences (ETA), and work release. 1.2 Tasks: The Contractor must provide reintegration and transition support services and interventions through job training: a) The Contractor must identify and triage, based on need and release dates, Indigenous offenders who require support for release planning. This will include but is not limited to, those who are participating in CSC CORCAN and Pathways initiatives who are under CSC custody with a release occurring during the period of the contract. b) The Contractor must provide continuous reintegration services to offenders under its care up to the offenders’ warrant expiry date (WED). c) The Contractor must provide in-person visits to Stony Mountain Institution’s minimum security units as well as visits to the medium and maximum units in an agreed schedule with CSC, to provide information and identify any Indigenous offenders who require support in the areas that the Contractor can provide. d) The Contractor must provide its training program to offenders e) The Contractor must enter eligible offenders into its trainee pool for future employment. f) The Contractor must provide in class job training for offenders that have a need in that domain. . g) The Contractor must provide job mentorship to offenders. h) The Contractor must provide in person support with offenders on the job site to check on morale, workmanship, and to identify issues requiring intervention by its support team i) The Contractor must provide sweat lodges to offenders once every seven weeks. j) The Contractor must offer cultural teachings and engagement with staff through its Knowledge Keeper with lived experience and traditional teachings and a Care Planner. k) The Contractor must provide on-demand counselling services through Knowledge Keeper and Care Planner. l) The Contractor must provide wrap-around supports including, but not limited to case management, Elder support, cultural teaching, counselling, and skills that will assist them in the labour and trade field. m) The Contractor must provide wrap-around support through its training and support department including, but not limited to, housing support, healthy relationship teachings, money management. 1.3 Expected results: Provision of in person support and assistance to Indigenous offenders to enter the workforce including, but not limited to, real-life day-to-day mentorship and job preparedness development. Provision of reintegrative supports including, but not to Elder support, cultural teachings, counselling and hard and soft employability skills. 1.4 Deliverables: 1.4.1 The Contractor must collect information and prepare monthly reports in Microsoft Word or Excel that include the Services it provided to Indigenous Offenders both in institutions and on release in the community. The Contractor must submit the monthly reports by the 15th of the month following the month the report covers. The Contractor must submit a yearend report by April 15th each year. It must submit all reports to Indigenous Initiatives, Regional Headquarters, Prairies; email 501-AboriginalInitiatives@csc-scc.gc.ca. 1.4.2 Paper consumption: a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority. b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest. c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements). 1.5 Constraints: 1.5.1 Location of work: a. The Contractor must perform the work at: • The contractor’s place of business in Winnipeg, Manitoba • Eagle Women’s Lodge, Winnipeg, Manitoba • Stony Mountain Institution, Winnipeg, Manitoba • Jobsites in Winnipeg, Manitoba as identified by the Contractor in consultation with CSC b. Travel i. Travel to the following locations will be required for performance of the work under this contract: Travel to other locations for approved Escorted Temporary Absences or meetings must have prior authorization of the Project Authority and will be reimbursed at cost without any allowance for overhead or profit. 1.5.2 Language of Work: The contractor must perform all work in English. 1.5.3 Security Requirements: This contract includes the following security requirements: 1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). 2. The Contractor personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC. 3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC. 4. The Contractor must comply with the provisions of the: a) Security Requirements Check List and security guide (if applicable), attached at Annex C; b) Contract Security Manual (Latest Edition). 2. Criteria for assessment of the statement of capabilities (minimum essential requirements): Any interested supplier and was demonstrated by way of a statement of capabilities that it meets the following requirements: The supplier must have 3 years of experience, within the last 5 years prior to the ACAN closing date, in providing a program that hires and trains Indigenous offenders for careers in the trades in Manitoba. The program must include preparation for Integration from incarceration to release, to a job opportunity upon release. The supplier must have 3 years of experience, within the last 5 years prior to the ACAN closing date, in providing a program to meet the needs of Indigenous offender’s in the area of development of soft skills including, but not limited to workplace culture, money management, parenting, healthy relationship training, cultural teachings and hard skills that include, but are not limited to safety certification and tool training. 3. Applicability of the trade agreement(s) to the procurement This procurement is not subject to any trade agreement. 4. Set-aside under the Procurement Strategy for Indigenous Business This procurement is set-aside for an Indigenous Supplier in accordance with the government Procurement Strategy for Indigenous Business (PSIB). Therefore, only suppliers who meet the definition of an Indigenous business, as defined in the PSIB, may submit a statement of capabilities. 5. Comprehensive Land Claims Agreement(s) This procurement is not subject to a Comprehensive Land Claims Agreement. 6. Justification for the Pre-Identified Supplier There is a limited number of suppliers available to provide employment training and support services to meet the reintegration needs of CSC Indigenous offenders. The Pre-Identified supplier provides employment and supports individually tailored to meet the mental, physical, spiritual and emotional needs of Indigenous offenders in CSC Manitoba institutions, so that they have the foundation needed to succeed in the workplace. There are no other providers of these services in Manitoba or surrounding areas. The pre-identified supplier meets all of the minimum essential requirements described in this ACAN. 7. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection: (d) only one person is capable of performing the contract. 8. Exclusions and/or Limited Tendering Reasons This procurement is not subject to any trade agreement. 9. Ownership of Intellectual Property There are no intellectual-property terms in the contract. 10. Period of the proposed contract or delivery date The proposed contract is for a period of 2 years 2 months, from October 1, 2024 to November 30, 2026. 11.
