This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) / Revolutionary FAR Overhaul (RFO) Part 12 and Part 19, as supplemented with additional information included in this notice.


This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This acquisition is 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSBs) under NAICS code 334220 (Size Standard: 1,250 employees). All eligible, responsible SDVOSB concerns are encouraged to submit competitive proposals.


II. CONTRACT LINE ITEM NUMBERS (CLINs) & BRAND NAME REQUIREMENTS: In accordance with an approved Brand Name Determination & Findings (D&F), this procurement is strictly restricted to original manufacturer equipment produced by General Dynamics Mission Systems (GDMS) or its verified authorized integration channels to maintain 100% plug-and-play interoperability with pre-existing, TEMPEST-certified Mobile Telemetry Van control systems.

III. MANDATORY TECHNICAL REQUIREMENTS: 1. No substitutions, remanufactured units, gray-market components, or alternate brands will be accepted. 2. Protocol Interoperability: Hardware must natively interface with the existing CM-350 V2 TCP/IP control protocols without secondary hardware translation, third-party software wrappers, or chassis physical modifications. 3. TEMPEST & EMI Baseline: All units must maintain existing military shelter TEMPEST emissions and EMI certifications currently in effect for the B-52 CERP Mobile Telemetry Van.


IV. EVALUATION & AWARD BASIS (BEST VALUE): Award will be made to the responsible, certified SDVOSB offeror whose quote represents the Best Value to the Government, considering the following evaluation factors: 1. Technical Acceptability: Compliance with all brand-name part numbers, GDMS genuine equipment certifications, native CM-350 V2 protocol integration, and TEMPEST/EMI baseline requirements. Technical capability is evaluated on an Acceptable/Unacceptable basis. 2. Price: Total evaluated price for CLINs 0001 through 0011, inclusive of FOB Destination shipping to JBSA, TX. Price reasonableness and completeness will be evaluated. 3. Delivery Schedule: The Government requires delivery within 120 days ARO. Proposed delivery schedules that expedite delivery to meet critical B-52 CERP flight testing milestones may be evaluated more favorably. Among technically acceptable quotes, award will be made considering the trade-off between price and delivery schedule to determine the most advantageous outcome for the Government. Offeror representations in SAM.gov and SBA VetCert status will be verified prior to award.
