US Consulate Sao Paulo - Brazil - Installation & Maintenance of Mosquitoes Traps (Annual Contract)

The U.S. Consulate General in Sao Paulo, Brazil, is seeking a contractor for an annual contract to provide installation and maintenance services for mosquito traps at its compound. The primary objective is to control Culex and Aedes mosquito populations using durable plastic traps with odor lures and US-EPA approved larvicides and biological agents to eliminate the need for chemical spray-control or fumigation. The scope of work includes the installation of GATE traps for population estimation and a requirement for at least one site visit per month, ideally twice monthly, to maintain traps and monitor larvae. The contract has a base period of one year and a total potential duration not to exceed four years, with a possible six-month extension. Award will be granted to the responsible offeror submitting the lowest priced, acceptable quotation. Evaluation is based on total price, including all options, and the offeror's technical capability, financial resources, and past performance. To be considered, applicants must provide a completed SF-1449, pricing, representations and certifications, proof of SAM registration, and evidence of an established business presence in Brazil. The contractor is responsible for quality control and must maintain a performance standard of no more than three customer complaints per month. Invoices are to be submitted monthly and will be paid within 30 calendar days. Quotations are due by September 7, 2026.
