CANCELLATION NOTICE: US Consulate Sao Paulo - Brazil - Purchase of two Official Vehicles

The U.S. Consulate General in São Paulo, Brazil, is seeking quotations for the procurement of two Jeep Commander or similar vehicles for official use, with all vehicles required to be manufactured specifically for the Brazilian market and from the current model year (2026/2027). Each vehicle must be a four-door model with an automatic transmission, seven or more seats, leather or suede interior, dual airbags, and include safety systems such as electronic stability control, antilock braking, traction control, brake assist, and an antitheft alarm and immobilizer system. Additionally, each vehicle must come equipped with one spare tire and intermittent wipers for both front and rear. Payment will be made via Electronic Funds Transfer within 30 days of delivery, and all quoted prices must be in U.S. dollars and include all costs related to delivery to the Consulate’s address in São Paulo. Import clearance and related procedures are the sole responsibility of the contractor, as the U.S. Government will not handle any aspects of importation. Interested parties must hold an active registration in the System for Award Management (SAM) and provide their Unique Entity Identifier (UEI) with their response. Quotations must be submitted electronically as a single package by May 27, 2026, to SaoPauloProcurement@State.gov with the subject line “RFQ - 19BR9326Q0017”; oral submissions are not permitted. Proposals must be in Word, Excel, or PDF format and under 30MB in size, with larger submissions split across multiple emails. The award will follow a Lowest Price Technically Acceptable (LPTA) evaluation method, meaning the lowest-priced offer that meets all mandatory technical requirements will be selected. The contract is classified as a commercial item acquisition under FAR 52.212-4 and will be issued as a firm-fixed-price purchase order. Numerous FAR clauses apply, including those on contractor ethics, employment eligibility, trafficking in persons, equal opportunity, electronic payments, and prohibitions on certain telecommunications equipment. Invoices must be submitted to the Consulate’s receiving unit in São Paulo and include the UEI, and delivery must occur within 45 days of purchase order issuance, with full warranty and maintenance support required through an authorized Brazilian dealership network.
