DESCRIPTION Title: Integrated Mission Management and Analysis Dashboard (IMMAD) and Global Analytical Environment (GATE) Training Support for US STRATCOM J2. Background: To enhance the functionality, capability, capacity and resiliency of the Defense Intelligence Enterprise, the United States Strategic Command Director for Intelligence (USSTRATCOM J2) requires IMMAD/GATE training support. Scope: USSTRATCOM requires training on further high impact improvements to the current GATE and IMMAD platforms, which integrate all-source intelligence information on a variety of DOD problem sets into one comprehensive display to maintain situational awareness and advise DOD Senior Leadership. The Contractor will work with USSTRATCOM to develop and deliver end-user advancement training to support the day-to-day use of GATE and IMMAD functionalities. This requirement consists of the following major activity: Activity 1 - Workforce Development. Details for this activity are contained in section 3 of the Performance Work Statement (PWS). GENERAL INFORMATION 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 2. This solicitation is issued as a Request for Quote (RFQ). 3. This solicitation document and incorporated provisions and clauses are those in effect through: a. Federal Acquisition Circular 2022-07, dated 10 Aug 2022; b. Defense Federal Acquisition Regulation Public Notice, dated 23 Jun 2022; and c. Air Force Federal Acquisition Circular, dated 1 July 2022. 4. The North American Industry Size Classification (NAICS) code associated with this requirement is 511210 Software Publishers, with a small business size standard of $41.5M. REQUIREMENT INFORMATION 1. Contract Type: This solicitation is for a Firm Fixed Price contract. 2. Description: The Certified Contractor will work with USSTRATCOM to develop and deliver end-user advancement training to support the day-to-day use of GATE and IMMAD functionalities. This may include operations and maintenance training focused on: a. Mission-focused on-local processes and user training. b. Workshops delivered at STRATCOM. c. Informal On-Site technical training to help end users with application specifics. Contractor quotes must clearly identify that the company is capable of performing that the requirements of the PWS. Quotes must include proof of the ability to perform the required tasks and will be checked for technical acceptableness based on the provided PWS posted with this synopsis/solicitation (See Attachment 1 - PWS). Please see the PWS for full details of this requirement and the associated tasks. 3. Place of Delivery/Performance/Acceptance/FOB Point: FOB Destination; Offutt AFB, NE 68113 (exact customer address will be provided in the resulting contract). 4. Offerors shall provide a completed Price Model (See Attachment 2 - Price Model). 5. Quotes must be valid for 90 days. 6. Period of Performance: 30 Sep 2022 - 29 Sep 2023, with 4 additional option years, and a FAR 52.217-8 Option to Extend Services (30 Sep 2022 - 30 December 2027).
